The CDyA or Centro de Documentación y Archivo para la Defensa de los Derechos Humanos, an unprecedented collection of files from the Stroessner dictatorship (and of the Operation Condor agreement between the Southern Cone countries of the 1970s) is a key site for any researcher on Paraguay. The website, however, looks as if it could use some upkeep and some of the most useful links are now dead.
