Introducing: The Global Brazil Lab @Duke

This is a great time to be studying Brazil and Duke and the Franklin Humanities Institute are a great place to do it. The Global Brazil Lab rests on three tentpoles—culture, politics, and nature—because Brazil forces us to ask comparative questions, questions that cross borders of all kinds: historical, linguistic, oceanic. I've just joined the Lab as a co-director, along with historian John French and romance studies/visual art scholar Esther Gabara, where I'll be able to focus on bringing in the environmental humanities as we have wide-ranging conversations with students, community members, faculty, and guests from Brazil.

When I tell people that I’m an anthropologist, an image of Indiana Jones, fedora-clad and bullwhip in hand, is often the first picture that comes to mind. Though I’ve never raided a lost ark or escaped a snake pit, I have seen the stunning Iguazú waterfalls depicted in the fourth film of the series. And I’ve heard stories that rival Hollywood drama from locals adept at debating energy politics.

As a cultural anthropologist, I research how people live in the world today. The core lesson I’ve learned is the importance of seeing through someone else’s eyes, not merely because we value diversity, but because it’s there we find wisdom.

I study renewable energy in Latin America, a topic I find more engrossing now than when I began my research in 2007. Yet, had I not heeded the input of an ordinary Paraguayan, I would have missed that path.

Confession: the first time I visited Itaipú Dam (the Brazilian-Paraguayan hydroelectric plant that I research), I was underwhelmed. Even though it’s the largest dam in the entire world (capable of powering 33 percent of California’s annual energy usage), Iguazú, the Argentine-Brazilian cataracts where water pounds rock so powerfully that the mist rises like smoke, eclipsed my present view of Itaipú’s concrete wall and placid reservoir.  

Then, one Paraguayan to my right murmured, “Paraguay used to have waterfalls like Iguazú.” He took my look of surprise as an invitation to continue. “But they were destroyed for that,” he added with a meaningful nod at Itaipú Dam....

AAA Presentation: All That Is Water: Engineering Energy Sovereignties and Electricity Nationalities


I'm delighted to be part of this excellent panel at the AAA conference this Wednesday in Chicago: Technopolitical Futures: Transformations in State and Expertise (12-4pm)

I'm giving my paper, All That Is Water: Engineering Energy Sovereignties and Electricity Nationalities, at 2:15 on Wednesday November 20 (room TBA).

My abstract: The engineers responsible for Itaipú Binational Dam were tasked with more than just churning water into electricity or spinning nature into national development. They had to find a way to give electricity, generated by the same water of the same river at the same dam, two discrete national identities as a way to defend the sovereignty of the dam's owners, Brazil and Paraguay. Designed as a juridically distinct space of exception, Itaipú has become a “state within a state,” simultaneously subordinate and exterior to the Brazilian and Paraguayan states, rescaling sovereignties and territorialities to both the regional and the subatomic. As the state rematerializes in energy policies and practices, technicians have been transformed into technocrats such that, in Itaipú, engineering is not merely a scientific endeavor but a kind of politics as a vocation. This paper explores how electrical engineers superintend political processes and, through material and symbolic entailments, bestow nationality upon the nigh immaterial—electricity—to construct energy sovereignties and a territoriality that emanates from the circulation of charge. This invisible circulation animates conceptualizations of property and value which form the basis of a wider ethic of renewable energy newly emergent in South America. Through an ethnography of the discursive and physical interventions initiated by engineers in the world's largest dam, I show how “nature” and “nation” are altered by hydroelectric statecraft, the political economic and symbolic structures that emanate from the harnessing of hydroelectric energy and gesture towards a non-fossil-fuel future where contentions over transborder water resources abound.

This map, found at the Paraguayan Vice-Ministry of Mines and Energy (Viceministério de minas y energía) is dated November 30, 2012 and contains a listing of the Oil and Gas concessions granted various firms throughout the country, as well as noting critical "basins" (cuencas) where petroleum and natural gas reserves might be found.

Because the print is quite small, I'll list them out. Numbers 5 and 19 (President Energy and Crescent Global Oil in the Pirity Basin) have been getting lots of press recently.

New Oil & Gas Announcements in Paraguay (dash of skepticism)

President Energy, an oil and gas exploration company (that has spelling problems, but hopefully better attention to detail in the work they conduct), has recently announced that they plan to test for oil in the Pirity Basin in the Chaco of Paraguay (the western region). Reports are that they'll do 2-D and 3-D seismic testing beginning in March 2013 with assistance from Texas-based Global Geophysical Services. Exploration wells (3 according to this site, 6 according to this) will be drilled in early 2014.

The Paraguayan Vice Minister of Mines and Energy Hugo Cacace reacted to the news with measured confidence, saying that chances are very high that Paraguay has oil and/or gas reserves but that that could only be known once the exploration wells were dug. The Paraguayan President Federico Franco was much less cautious and promised that by May or June of 2013 Paraguay would be producing its first barrels of oil, almost a year before the initial exploration wells are even going to be dug by President Energy.

Patricia Macchi, a representative for President Energy, insisted that the wells would be dug in March 2014 and described President Franco's statements as "very optimistic" (i.e., not realistic).

Everyone in Paraguay realizes that:
a) 2013 is an election year and current President Franco is looking to ensure that his successor is a member of his own political party.

b) promises of oil are frequent in Paraguay and have yet to be delivered on.

Oil Boom in Paraguay? Bumps Ahead: Exploration and Navigating the Paraguayan Government

Paraguay's Chaco region borders Argentina's and Bolivia's petroleum and natural gas zones and for many years there's been speculation that there might be oil and gas in northwest Paraguay. Amerisur Resources (UK-based) has just received permission from the Paraguayan government to explore the Piriti-Pilar Basin for oil and natural gas.

Another company, Texas-based Crescent Group, has held a concession for the Piriti Basin since 2008, but it's hit a few legal road bumps which have recently been resolved in drafting a new agreement.

These developments are interesting for a few reasons. First, none of the potential petro stuff is new news--every few years there are announcements that exploration and drilling in the Chaco are set to start. But what is interesting is where the authority over oil and gas lies within the Paraguayan government: the Ministry of Public Works and Communication. And this might be why there's so much confusion with the Crescent Group (and why Paraguay's public learned of the Amerisur developments via the London Stock Exchange rather than any government announcement in Paraguay). Rather than creating a separate energy ministry (which is how Brazil's government is organized) to administer the hydroelectric and now potentially hydrocarbon resources, there is a Vice-Ministry of Mines and Energy under Public Works. 

The Vice-Ministry has been traditionally focused on Paraguay's vast hydroelectric resources and so the oil-gas concerns are but a side note. Currently it's headed by leftist Mercedes Canese, the daughter of well-known Itaipú-dam activist Ricardo Canese who has been involved with pressuring Brazil to renegotiate the amount of money Paraguay receives for its Itaipú energy sold on the Brazilian market. The Vice Minister is from the part of the President Lugo coalition that is most leery of foreign investment (and certainly of private firms) and that most admires the way Morales has steered Bolivia's energy policy in a nationalistic and social re-investment direction.

Thus, the Vice-Ministry's posture and the little institutional development for how to administer oil and gas resources (e.g., the person in charge of hydrocarbons within the Vice-Ministry has a background in biology and ecology but not in energy) imply that there will likely be more road bumps ahead.

A difficult calculus: How much to charge Rio Tinto Alcan for Itaipú energy

The political side of electricity.

Following the passage of the Joint Declaration's Itaipú energy provisions, Paraguay's government has embarked on a more aggressive strategy for Itaipú Binational hydroelectric dam. Paraguay owns 50% of the electricity produced by the world's largest dam (in 2010, Itaipú produced 87,970 GWh), but most of this is consumed within Brazil because Paraguay lacks the demand for its energy. Since 2008, the new government in Paraguay has sought to use its hydroelectric resources in a targeted way, to fund social and economic development. One part of this strategy includes increasing consumption and demand within Paraguay by attracting foreign investment.

Rio Tinto Alcan, the aluminum giant, is in talks with the Paraguayan government to open a smelting plant in Paraguay, but among the chief sticking points is just how much Paraguay's public utility company, ANDE, will charge Rio Tinto Alcan for electricity. Figuring out this number isn't just difficult because of various technical and financial factors that have to be considered. It's difficult because there are political hopes and promises and expectations that are attached to Itaipú energy for Paraguay. And these aren't minor hurdles, but significant competing priorities that drive the actions of decision-makers within Paraguay. The dam is an arena for major political battles within Paraguay--promises to change the way Itaipú dam's energy and financial resources were spent within the country was a key campaign pledge in the new government. And because of historical tensions between Paraguay and Brazil, the dam gets interpreted through a patriotic frame of reference.

That is to say, charging too little for energy from Itaipú is a matter of patriotism and treason.

And so, while the base cost of electricity from Itaipú is about $43.80/MWh, one of Paraguay's most influential engineers/members of Fernando Lugo's leftist government insists that $60/MWh is the minimum that should be charged. This contradicts CRU Strategies' (a UK consulting firm focused on mining, metals, and fertilizer) recommendation that the price be set somewhere between smelting industry standard: $35-$38/MWh. For a sense of perspective, recently in the U.S., a representative from Rio Tinto Alcan complained that the amount they were paying for electricity in Kentucky--$43.50/MWh--was 65% greater than the average cost for aluminum smelting worldwide--$26/MWh. And, to further complicate matters, it seems that smelting electricity costs in China run between $49 to $55/MWh.

The likely resolution will fall somewhere between the extremes ($26 and $60/MWh), but the process will be troubled by the intangibility of these numbers. What I mean is this: in Paraguay, electricity price seems to have nothing to do with the product delivered. There are regular black-outs (some caused by apparent error within the Paraguayan half of Itaipú itself), people often have illegal electricity connections, and the degree of financial mismanagement within the electricity sector (often described as "corruption") means that there's no trust that a price reflects value. Price instead reflects social power. You pay a set price not because that's what something is worth, but because that's what someone more powerful than you has said you should pay for it.

And so, one of the hidden factors in the price of electricity that Rio Tinto Alcan and the Paraguayan government are debating is that of trust. How much do Paraguayans trust that their government is demanding a fair price for the nation's natural resources? If the answer is "not much," then that means that no matter what the final number, it'll be perceived as "not enough." And this is the pressure that's being placed on Paraguay's negotiators.
